Ein falscher Raketenalarm hat am Samstag den im Pazifik gelegenen US-Bundesstaates Hawaii in Angst und Schrecken versetzt.
Die Katastrophenschutzbehörde EMA des Bundesstaats sandte SMS-Nachrichten an die Bevölkerung, in denen vor einer Rakete gewarnt wird, die im Anflug auf Hawaii sei. „Dies ist keine Übung“, hieß es in der Nachricht am Samstagmorgen (Ortszeit). Die Bevölkerung solle unverzüglich Schutz suchen.
Die Behörde korrigierte ihre eigene Nachricht wenig später auf gleichem Weg. „Keine Raketenbedrohung für Hawaii“, hieß es in der kargen Botschaft. Auch die US-Streitkräfte teilten mit, sie hätten keine Anzeichen für eine Raketenbedrohung.

Auch auf der Pazifikinsel Guam, einem US-Außengebiet, hatte es im vergangenen August einen falschen Raketenalarm gegeben. Beide Gebiete liegen möglicherweise in Reichweite von Raketen aus Nordkorea. (dpa)

"Japanischer Luftangriff auf Pearl Harbour. Das ist keine Übung." Das US-Pazifikkommando setzte die Depesche am 7. Dezember 1941 ab, dem Tag des japanischen Angriffs auf Pearl Harbor, das auf Hawaii gelegene Hauptquartier der US-Pazifikflotte.

An diesem Wochenende erreichte Hawaiis Einwohner die moderne Version dieser vergilbten Depesche. "Bedrohung durch ballistische Rakete Richtung Hawaii. Suchen Sie sofort einen Schutzraum auf", stand in der SMS. Gefolgt vom Zusatz: "Das ist keine Übung."

Auf der Inselkette mit ihren 1,5 Millionen Einwohnern brach Panik aus. Und es war tatsächlich keine Übung. Aber es war auch nicht der Ernstfall. Es war schlicht menschliches Versagen. Ein Mitarbeiter des Katastrophenschutzes hatte versehentlich eine automatische Nachricht auf alle Handys verschickt.

Beunruhigend und besorgniserregend an der Hawaii-Panik ist noch etwas anderes, nämlich das wiederkehrende also notorische menschliche Versagen, die dort auf Hawaii wieder ihren Ursprung haben könnte – und dessen kaum kontrollierbare Folgen. 38 Minuten dauerte es, bis Entwarnung gegeben wurde. Was, wenn eines Tages wieder jemand die falsche Taste drückt – und keine Handynachricht, sondern einen Raketenabschuss auslöst. Was, und das beschäftigt Militärs heute am meisten, wenn die falsche Taste durch einen Cyberangriff aus der Ferne "gedrückt" wird. Wir befinden uns im Kalten Krieg in einer digital vernetzten Welt. Das ist keine Übung.

Was am Wochenende geschah erinnerte nicht nur  an Pearl Harbor, sondern rief schlimme Erinnerungen wach an das Tsunami-Desaster Weihnachten 2004, das seinen Anfang in Honolulu beim PTWC nahm. Hätten die Menschen in Hawaii und woanders in der zivilisierten Welt damals aus Honolulu eine Warnung vor dem kommenden Tsunami erhalten, hätten die ahnungslosen und unschuldigen Menschen diese Warnung auf ihrem Handy-Display entdeckt und sie im Rundfunk hören und im Fernsehen sehen können, dann wäre es in Thailand nicht zu einem Tsunami-Massaker derartigen Ausmaßes gekommen. 


The air strike and bombing of Pearl Harbor on December 7, 1941 began at 07:55.  Three minutes later, the local radio station sent warning to all: "Air attack on Pearl Harbor. This is not an exercise ". The US Pacific Command dropped the dispatch on December 7, 1941, the day of the Japanese attack on Pearl Harbor, Hawaii's US Pacific Fleet headquarters.

This weekend Hawaiian residents and visitors reached the modern version of this yellowed despatch. "Ballistic missile threat heading to Hawaii - seek shelter immediately" the SMS said followed by the addition: "This is not an exercise."

Shortly after 8 o'clock local time (at 8:07) in Honolulu on Saturday 13, 2018 the time had come: A Red Alert and a Warning about an approaching ballistic missile: via SMS, radio and television. The alarm sirens howled. People in fear of death ran in a panic.  In some places, evacuation of public buildings has been ordered. As recently as 38 minutes later there was an all-clear: "There is no missile threat or danger to the State of Hawaii. Repeat. False Alarm." False inboung missile alert terrified local people and vacationing in Hawaii. Human error: employee pushed the wrong button.

What happened on the weekend not only reminded of Pearl Harbor on December 7, 1941 and the US Pacific Command, but also awakened bad memories of the Tsunami Disaster of December 26th 2004, which began in Honolulu at the Pacific Tsunami Warning Center (PTWC) and at the Headquaters of the United States Pacific Command (USPACOM). Had the people in Hawaii and elsewhere in the civilized world received a warning from Honolulu about the impending deadly tsunami, would the unsuspecting and innocent people including thousands of tourists from all over the world have discovered this warning on their cell phone displays and heard it on the air and watched it on TV, then it would be in Thailand not come to a tsunami massacre and calamity of such degree.


Summary of absolute chaos communication and SNAFU*

December 1941 around 8 o'clock (LT Honolulu): no timely warning of imminent attack in the case of an emergency (human error caused a missing timely warning and red alert) 
In the result 3,600 were killed and wounded. Who was responsible? Husband E. Kimmel/USN and the USPACOM. Who took the responsibility? Nobody.

December 2004 around 8 o'clock (LT Bangkok): no timely warning of impending tsunami in the case of an emergency (human error caused a missing timely warning and red alert)

As a result, Thailand alone had over 10,000 deaths including a few thousand tourists. Who was responsible? Charles McCreery/PTWC; Navy Vice Adm. (ret.) Konrad C. Lautenbacher/NOAA;  Admiral Thomas B. Fargo, Commander, U.S. Pacific Command 2002–2005; Vice Adm. Jonathan W. Greenert/COMSEVENTHFLT. Who took the responsibility? Nobody.

January 2018 around 8 o'clock (LT Honolulu): objectless warning of imminent attack in the absence of an emergency (human error caused fake alert) 
False alarm created chaos. Who was responsible? (...) Who took the responsibility for the shoody work? Nobody. Only the Guvernor David Ige said apology with a single word: Sorry!

 But in all three of these cases there was no excuse.

Who failed in Honolulu then and now? Who works extremely shoddy and criminal negligently there?

1) The Emergency Management and Civil Protection Agency EMA of the State of Hawaii;  2) the Governor of the State of Hawaii; 3) the United States Pacific Command (USPACOM) and 4) the Ewa Beach-based Pacific Tsunami Warning Center (PTWC).

"The Hawaii Emergency Management Agency (HI-EMA) is the emergency management agency for the State of Hawaiʻi. In its headquarters in Diamond Head Crater, Hawaii EMA serves as the coordinating agency between the four county emergency management agencies (Hawaiʻi County Civil Defense, Maui County Emergency Management Agency (MEMA), City and County of Honolulu Department of Emergency Management, and Kauaʻi Emergency Management Agency) and as State Warning Point.

In accordance with the National Incident Management System (NIMS), all disaster response starts at the county level. Hawaii EMA responds to county requests for state assistance and supplements county emergency management efforts. When a disaster response effort exceeds the capabilities of a county, Hawaii EMA may recommend a State Emergency Proclamation from the Governor.

This proclamation can activate the State Emergency Response Team (SERT), which is made up of state employees, and/or allow the State Department of Defense to place the Hawaii Army and Air National Guard on State Active Duty. A Governor’s emergency proclamation may also suspend certain state laws, enabling a quick and effective emergency response.

Emergency response is only one of the functions of Hawaii EMA. The five core capabilities that guide Hawaii EMA are Prevention, Protection, Mitigation, Response, and Recovery. The branches in the Hawaii EMA organization address these capabilities. These branches are Preparedness, Operations, Telecommunications, Logistics, and Finance/Administration.


State Warning Point uses the Hawaii Warning System (HAWAS) to transmit and receive emergency message to and from the Emergency Operations Center (EOC) and warning point for each county. State Warning Point is also part of the National Warning System (NAWAS), which connects over 22,000 emergency managers and the National Weather Service."

But all that the agency claims is really just imagination, overconfidence, bureaucratic empty rhetoric, and self-promotion.

*) SNAFU ist ein aus der amerikanischen Soldatensprache entlehntes Akronym für Situation Normal, All Fucked Up (deutsch etwa: „Lage/Situation normal, alles im Arsch“). Sinngemäß kommt dies dem Sprichwort: „Operation geglückt, Patient tot“ gleich. Zu unterscheiden ist der so beschriebene Zustand SNAFU und das zu diesem Zustand führende SNAFU-Prinzip. Der Begriff entstand in der US-Armee vor oder während des Zweiten Weltkriegs.

Beschreibungen des SNAFU-Prinzips: Das SNAFU-Prinzip besagt, dass innerhalb von Hierarchien Vorgesetzte und Untergebene einander wichtige Informationen gezielt vorenthalten, wodurch dann früher oder später ein totales Chaos entsteht (Situation Normal, All Fucked Up). Die Absicht der Vorgesetzten ist es dabei, einen Informationsvorsprung vor ihren Untergebenen zu behalten, während die Untergebenen, um Schwierigkeiten zu vermeiden, ihre eigenen Fehler und teilweise auch ihre Inkompetenz verschleiern wollen, oder aus gleichen Gründen kein ehrliches Feedback bezüglich der Fehler und Inkompetenz der Vorgesetzten geben. Der Informationsverlust wird bis hin zur Lüge getragen: Gelogen ist nur, wenn’s der andere glaubt. Die unreflektierte Anwendung des SNAFU-Prinzips ist also die Ursache des Zustandes SNAFU und somit Folge von Inkompetenz in der Sache und im Umgang mit der Inkompetenz.

Dear Mrs. Governor,

The Pacific Tsunami Warning Center (PTWC)
acting on behalf of
The National Oceanic and Atmospheric Administration (NOAA)
issued the following inadequate and faulty tsunami warning
on Monday 17, July 2006 at 08.36 UTC:
“A DESTRUCTIVE WIDESPREAD TSUNAMI THREAT DOES NOT EXIST BASED ON HISTORICAL EARTHQUAKE AND TSUNAMI DATA. HOWEVER - THERE IS THE POSSIBILITY OF A LOCAL TSUNAMI 
THAT COULD AFFECT COASTS LOCATED USUALLY
NO MORE THAN A HUNDRED KILOMETERS 
FROM THE EARTHQUAKE EPICENTER.“

A few minutes later a huge utterly devastating wave washed ashore on the southern coast of Java at 240 km from the epicenter causing death and destruction.

The knowledge that tsunamis move over very long distances across the ocean together with the tsunami relevant parameters of the event: the shallow focal depth, the high magnitude of the underwater quake off the Indonesian coast (between 7-8 Mw = Major, Source: U.S. Geological Survey, NEIC) and the uncertainty concerning the teleseismic quakes' initial analysis by methods of automated computing, however, should have led to an instant and urgent tsunami red alert – exactly because of historical earthquake and tsunami data available. Such an alert should at least have been communicated to local TV and radio stations by fax, e-mail and telephone and not only published on the website of PTWC – such action would have provided the opportunity to take emergency measures and effective assistance, in other words WOULD HAVE HELPED MANY PEOPLE (BOTH LOCALS AND FOREIGNERS) TO SURVIVE. But regrettably it didn’t happen like that. Such a warning never reached the local people or tourists on Java's south coast. Nobody warned the threatened people in the danger area – many of them had to die, many lives were lost (see the death toll!) – the result not only of a tsunami but also – and even more so – of non-effectiveness of the American tsunami warning system now and in the past.

Although the American Pacific Tsunami Warning System with 26 members has been in existence since 1965 it had not seriously been tested till May 2006 (over 40 years). Neither regular alarm exercises for proper behavior during a tsunami catastrophe nor training of personnel or the public have been carried out. Absence of local communication, no plans for evacuations, lack of correct rules relating to development schemes and construction activity near the coastline spotlight inexistent tsunami disaster preventive measures and reactive warning gaps.

In view of its incompetence and gross negligence the office in question has itself turned out to be the real threat to maritime and coastal security to countless human lives. It must be stressed that the law in force has not been respected. As this isn’t the first instance of this sort of failure (cf. the tsunami disaster of Dec. 26, 2004), a permanent pattern seems to have established itself.

You are the head of the state bureaucracy and consequently the ultimate authority. I therefore wish to ask you to take appropriate disciplinary steps leading to the dismissal of those responsible and order an inquiry and take legal action by the law in force.
